With over 250 financial sector projects completed to date, globally Uptime Institute has paved new ground in the exploration and implementation of programs that help financial organisations to advance the detection and mitigation of ICT operational risk.

We are now looking for a financial sector Intuitions (FSI) expert with regulatory experience to lead the continued development of Uptime Institute’s Standardized Comprehensive Infrastructure Risk Assessment for Financial Sector Institutions (SCIRA-FSI) program.

This is a start-up role that will be responsible for the continued development of the SCIRA-FSI program in support of the financial services ORM (Operation Risk Management) community globally, in defining better maturity models for independent assessment/testing.

The role will work closely will work with FSIs operational resilience teams to help them optimize their first, second and third line of defence, defining and delivering sustainable and practical solutions for the assessment of risk within their IT estate, across owned sites and third-party MSP, Cloud Services, SaaS and Colocation suppliers

Experience

This is a Senior role (hands-on) aimed at improving our clients’ IT Estate's Resilience across operations, therefore an understanding of infrastructure engineering/application engineering expertise is essential.

The successful candidate will have exposure to developing and implementing risk management programs in global financial organizations, with robust knowledge of technology, risks, architectures, and related tools. Prior business continuity or IT continuity and third-party risk management experience (IT, Cyber, Vendor management etc.) is a must. Experience with Governance, Risk and Compliance (GRC) tools and other risk management information systems is preferred.

  • The role holder will have detailed knowledge of the European regulatory environment (e.g. EBA Opres, EBA Operational Resiliency, Supervisory review and Evaluation Process (SREP), Recovery Planning, Digital Operational resilience, EBA guidelines on third party outsourcing, & European Commission Digital Operational Resilience Act) and related local regulatory requirements (e.g. BaFin, FINMA, BOE, PRA etc)
  • The role holder will possess first-hand knowledge of Retail, Corporate & Investment Banking, Insurance, payments and other regulated entities and their typical IT/ infrastructure estates and will have demonstrable experience of successfully establishing Operational Resilience frameworks and capabilities within European financial services institutions
  • The role holder will possess excellent knowledge of Resiliency: reducing recovery time, resilience testing, disaster recovery, networks resilience, identifying single points of failure (SPoFs), across Mechanical and Electrical Architecture, Operations and system software controls within IT infrastructure estate's settings
  • The role holder will have experience in creating and maintaining the service taxonomy; reviewing and updating service categories; important business services (IBS) and critical business services (CBS) and will have coordinated and managed activities to assess the resilience of critical resources that support each area (e.g. monthly, annual, periodic attestations) across owned and third-party compute venues
  • The role holder will have experience in establishing and managing the process to set and review Impact Tolerances and Scenario Testing for all IBS/EBS as well as defining and maintain a catalogue of ‘severe but plausible scenarios for ICT infrastructure
  • The role holder will have experience in establishing and managing the creation of regulatory self-assessment and third-party assessments and coordination periodic assessments
  • The role holder will have experience in coordinating with internal compliance and IT audit groups
  • Experience interacting with regulatory agencies is a plus.

Skills

Key Responsibilities

  • Responsible for development of the short and long-term strategy for SCIRA-FSI including, driving requirements and improvement initiatives, developing roadmaps with actionable plans, leading cross-functional teams both internally and externally, and championing the execution and roll out of initiative globally
  • Responsible for continuous development of SCIRA-FSI assessment scope parameters, to review, analyse and challenge Uptime Institute SCIRA-FSI assessment  scope  against the norms and standards, for FSI ICT operational risk management (ORM), defined as a continual cyclic process which includes risk assessment, risk decision making, and implementation of risk controls, which results in acceptance, mitigation, or avoidance of risk to ensuring alignment to the global ICT operational resilience, legislative mandates  in the banking sector
  • Responsible for developing a clear and comprehensive understanding of international regulatory requirements and expectations of ICT Operational Risk and Resilience and integrating these into the advisory and assessment offering and practice strategy
  • Responsible for understanding 1LOD risk 2nd or 3rd lines risk appetites and impact tolerances and implementation of Operational Resilience/Business Continuity/ Disaster Recovery processes, within a financial services organization
  • Responsible for creating and managing SCIRA-FSI program development partners and SCIRA-FSI advisory board in line with the company’s objective of engaging the global FSI-community on an ongoing basis to ensure SCIRA-FSI maps to current and future market and regulatory requirements and to establish the SCIRA-FSI assessment as the de-facto assessment in the sector
  • Responsible for engaging the EBA and country specify regulators to ensure the acceptance of the SCIRA-FSI assessment artefact as a basis of best-practice risk assessment and mitigation
  • Responsible for establishing, sales process, training of technical and sales employee’s, product launch and on-going marketing programs in partnership with relevant functional areas
  • Responsible for planning and monitoring program execution, project coordination and managing project interdependencies, cross-project resource management, Identifying and addressing problems and risks, program documentation, stakeholder communications, negotiations, and problem-solving

 

 


UPTIME INSTITUTE EFFICIENT IT SITE AWARD LIMITATIONS

For any service or engagement specific to, or in pursuit of, Uptime Institute awards of “Activated” and/or “Stamp of Approval,” the following terms and limitations apply. Any contract, purchase order, or work authorization based upon this proposal is subject to the limitations set forth below.

All Uptime Institute Efficient IT (UIEIT) Awards will have validity periods of one year for Activated and two years for Stamp of Approval. The UIEIT Activated shall reflect a commitment to the principles of the assessment and require reassessment within 1 year. The UIEIT Stamp of Approval shall reflect the design, operations, and leadership reviewed during the site visit and in-office reviews and is awarded to a specific data center. Should an awardee attempt to apply an UIEIT Award to previous or future program or other data center(s) will result in potential revocation of award, at Uptime Institute's full discretion. Additionally, if the conditions leading to the UIEIT Award are no longer in place or have notably varied from UIEIT criteria, then Uptime Institute reserves the right to withhold award(s) or remove any award(s) from its own website or other public placement.

Due to the limited nature of the services provided, with regard to the reviewed design, operations, and leadership of the site, Uptime Institute Professional Services expressly disclaims all warranties, express or implied, statutory of otherwise, including, without limitation, any implied warranties of fitness for a particular purpose or merchantability. Uptime Institute Professional Services provides recommendations and projected savings but makes no guarantees as to the actual savings nor accepts responsibility for unintended impact of implementing said recommendations. The Client shall indemnify, hold harmless and defend Uptime Institute Professional Services from and against any claims, liabilities, losses, costs, damages, or expenses (including reasonable attorney’s fees and costs) arising out of the operation or subsequent sale, transfer or other disposition of the Client's site, facility, or assets which is the subject of the professional services, including, but not limited to, claims by customers and suppliers of the Client and acquirers of the Client’s stock or assets.

The engagement and its deliverables, including any aspects of the award, are furnished to the Client and are solely for the benefit of the Client.  

All Uptime Institute awards are trademarked by Uptime Institute. Any attempt to amend shape, coloring, or content may result in revocation by Uptime Institute as its own discretion.

Terms of use of Uptime Institute (Institute) Tier Program Intellectual Property known as:

  • Data Center Site Infrastructure Tier Standard: Operational Sustainability
  • Natural Disaster Risk Location Map

The purpose of this memorandum of understanding (MOU) is to provide terms of use of Uptime Institute's copyrighted Tier Program intellectual property, including the publications listed above. Uptime Institute provides this MOU to enable appropriate access to the Tier Program reference materials.

Over the past 20 years, Uptime Institute has reviewed hundreds of ‘self-certified’ designs and constructed environments for Tier compliance as outlined in the Institute's Tier Standard: Topology. Very few of these designs and facilities meet the desired Tier criteria upon initial assessment. (In some cases, the objective was missed dramatically.) The magnitude and frequency of such false rating claims, which result from self-assessment and misrepresentations, degrade the value to the industry of Uptime Institute's Tiers, especially those designs and constructed environments awarded Uptime Institute Certification.

As a result, Uptime Institute seeks a) to ensure that Tiers and Operational Sustainability remain a useful benchmarking system to the industry and b) to protect the value its customers receive from formal Uptime Institute assessments and Certification by taking appropriate action to protect the intellectual property inherent in its Tier Program materials from misappropriation and infringement.

Uptime Institute is the sole provider of Tiers and Operational Sustainability consultation and Certification. Only the designs and facilities listed on Uptime Institute's Web site are Uptime Institute Tier Certified. All others proclaiming a specific Tier level are considered ‘self-certified' and should be viewed with extreme caution.

As an integral part of the expanding Tier Program, Uptime Institute will continue to communicate terms of use and provide additional tools for all perspectives of the data center community. In 2009, the Tier Program announced Accredited Tier Designer, which is an educational curriculum and professional designation for licensed Professional Engineers (PEs or international equivalent). A partner curriculum and professional designation, Accredited Tier Specialist—for data center owners, operators, architects, project managers, and consultants—will be offered beginning in Q4 2010. Additionally, Uptime Institute has launched a Tier Enforcement Initiative to address directly a) infringement on the Tiers Program's copyrighted materials and b) misrepresentations of a specific site's Tier functionality. The Tier Enforcement Initiative is initiated in direct response to requests for Uptime Institute action by Network members and Tier Certification clients.

Uptime Institute's publications are protected by international copyright law. Uptime Institute requires written requests whenever Uptime Institute’s literature or portions of Uptime Institute’s literature are copied for other than personal use. Uptime Institute copyright extends to all media—paper, electronic, and video content—and includes use in other publications, internal company distribution, company websites, and handouts for seminars and courses. In addition, Uptime Institute requires formal written permission for the re-publication of its Tier Program materials. For any service or engagement specific to, or in pursuit of, Uptime Institute Certifications, Stamps, Awards, Seals and all other service designations, the following terms and limitations apply. Any contract, purchase order, or work authorization based upon this designation is subject to the limitations set forth below.

Uptime Institute TIER-Ready will have validity period of 1 year per contracted renewal terms. Uptime Institute TIER-Ready shall reflect the pre-fabricated (prefab) or pre-designed data center solution reviewed and is awarded to a specific solution. Should an awardee attempt to apply an Uptime Institute TIER-Ready to previous or future prefab/pre-designed data center, data center(s), computer room(s), or equipment, will result in potential revocation of award, at Uptime Institute's discretion.

Due to the limited nature of the services provided, with regard to the reviewed prefab/pre-designed data center solution, Uptime Institute Professional Services expressly disclaims all warranties, express or implied, statutory of otherwise, including, without limitation, any implied warranties of fitness for a particular purpose or merchantability. Further, Uptime Institute Professional Services does not represent or warrant that your design or site will be uninterrupted or without failures, errors, omissions or losses.

In no event shall Uptime Institute Professional Services be liable for any indirect, special, incidental, punitive, or consequential damages or lost profits, even if it has been advised of such damage, arising out of, or related to, the services provided pursuant to this award or the performance or breach thereof and Uptime Institute Professional Services’ liability shall not exceed the total amount paid to Uptime Institute Professional Services by the Client for professional services under this engagement.

The Client shall indemnify, hold harmless and defend Uptime Institute Professional Services from and against any claims, liabilities, losses, costs, damages, or expenses (including reasonable attorney’s fees and costs) arising out of the operation or subsequent sale, transfer or other disposition of the Client's site, facility, or assets which is the subject of the professional services, including, but not limited to, claims by customers and suppliers of the Client and acquirers of the Client’s stock or assets.

The engagement and its deliverables, including any aspects of the award, are furnished to the Client and are solely for the benefit of the Client. 

All Uptime Institute awards are trademarked by Uptime Institute. Any attempt to amend shape, coloring, or content may result in revocation by Uptime Institute as its own discretion.

Uptime Institute reserves the right to revoke the TIER-Ready designation and all rights and privileges therein, if Client directly or indirectly promotes this as an alternative to Tier Certification or fails to comply with any program requirements, including but not limited to, sharing of end client contact information to solicit for Tier Certification.
